I have installed today trial version on Jira 3.13.2 on WebSphere and i get invalid license information when I try to use workflow designer. What is wrong ?

Which version of the workflow designer did you install?
Also, did you create a group called “jira-jwd-users” in JIRA?

It was 1.0.1 and group have been created.
